Car transfers and DGT changes of registered keeper

A transfer records the buyer as the new registered keeper in the Vehicle Register of the DGT, Spain's traffic authority. The contract and vehicle handover do not replace that change of registered keeper.[1][5]

In a private sale, the buyer must apply for the change of registered keeper and settle any applicable ITP, Spain's property transfer tax. The seller provides the sale documents and can submit a sale notification as a separate protective step.[1][2][3]

When it applies

  • The general procedure covers the private sale of a used vehicle already registered in Spain, where the registered keeper must change from seller to buyer.[1][5]

  • Buyer and seller must be identified, and the transaction must be recorded in a signed contract containing the vehicle and both parties' details.[1][2]

When it does not apply

  • A registered retention of title, known as reserva de dominio, prevents a transfer until it is cancelled or the required consent from the finance company is obtained.[1]

  • Attachments, vehicle immobilisation orders and other recorded restrictions must be checked before buying, as they can affect processing or the issue of the new registration certificate.[1][5]

  • The standard Synexis journey does not cover an inheritance where the registered keeper has died, or ownership or representation that still needs regularising. These cases first require their specific procedure to be clarified.

Costs before providing documents

The total adds variable ITP based on the vehicle and region, DGT fees, management fees, selected extras, shipping and 21% VAT on management fees and shipping. The buyer is the ITP taxpayer. The final amount is confirmed at the payment step, after documents and before payment.

Requirements for a vehicle transfer

Prepare legible copies and check that names, identifiers, registration number, date and price match throughout the application.

  • DNI, NIE or another accepted identity document for the buyer and seller, with complete, current details.[1][2]


  • The vehicle registration certificate and technical inspection record or eITV card, in the relevant format.[1][2]


  • A sale contract signed by both parties, identifying the vehicle, buyer, seller, date and financial terms of the transaction.[1][2]


  • The buyer is the ITP taxpayer in a paid private transfer and must provide evidence of settlement, exemption or non-liability, as applicable.[3][1]


  • If the buyer lives in Spain, they must check with the competent autonomous community to confirm the form, rate, deadline and filing method; there is no single regional rate for the whole country.[1][3]


  • Only for a non-resident buyer does the AEAT, Spain's tax agency, provide form 620 for buying a used vehicle in Spain. This case must not be applied to resident buyers.[4]


  • A mandate, authorisation or evidence of representation when the person submitting or signing acts on behalf of one of the parties.[1][5]

How to prepare an online car transfer

Seven steps to prepare the application while keeping details, documents and amounts clear.

    Create the application with your email

    Enter a valid email to start the journey and save progress while completing the details. You need to sign in or register to upload documents and proceed to payment.

    Identify the vehicle

    Add the registration number and requested technical details. Check them against the documents to avoid inconsistencies in the application.

    Add the buyer and seller

    State your role and enter the identity and contact details of each party separately.

    Calculate and prepare ITP

    Add the financial and tax details requested in the journey, review the indicative calculation and prepare the evidence appropriate to your case.

    Upload the documents

    Upload the requested files. If you provide your own contract, upload it signed by both parties; otherwise, a contract is generated from the application details for signing after payment. An invoice may replace the contract where appropriate.

    Review the amount and pay

    Check the applicable amount in the live journey, review the application summary and choose an available payment option.

    Check confirmation and tracking

    After payment, complete signature requests for the generated contract, where applicable, and the buyer's mandate. The confirmation includes the summary and identifier for checking status; paying does not mean the change of registered keeper is complete.

Car transfer costs: service, official fee and ITP

The cost of transferring a car depends on the service, the official fee and any applicable ITP. Review your application's quotation before paying.

DGT official fee

The fee for a change of registered keeper is an official charge separate from the Synexis price and ITP. Check the current amount before submitting the application.[1]

ITP for a resident buyer

ITP is payable by the buyer. For a resident buyer, administration and the applicable rate depend on the competent autonomous community, so an invented national rate must not be used.[3][1]

Special case: non-resident buyer

The AEAT information on form 620 cited here is limited to a non-resident buyer acquiring a used vehicle in Spain.[4]

Checks you should make early

  • Check charges and issues before buying

    The DGT recommends checking the vehicle's administrative status before purchase. A report may show issues or restrictions relevant to your decision and the application.[1][5]


  • Sale notification

    The seller can notify the sale after handing over the vehicle to put it on record. This is a separate action and does not replace the change of registered keeper that the buyer must apply for.[2][5]


  • Track the deadlines separately

    The DGT gives the buyer thirty days from signing the contract to request the change of registered keeper. Tax deadlines must be checked separately with the competent autonomous community.[1][5][3]


  • Documents and registered keeper status

    Holding the contract, keys or physical registration certificate does not prove that the new keeper is already recorded in the Vehicle Register. Check the procedure's confirmation.[1][5]

Frequently asked questions about transfers

The online vehicle transfer journey prepares the change of registered keeper with the DGT. Either buyer or seller can open the application: the journey asks for the starter's role and keeps each party's details separate. You need an account to start the procedure; you can sign in or register.

In a paid private transfer, the buyer is the taxpayer. A resident buyer must confirm administration with the competent autonomous community; the AEAT form 620 cited here applies only to non-resident buyers.[3][1][4]

If retention of title is registered, the DGT states that a transfer cannot take place until it is cancelled or the required finance company consent is obtained. Paying off the loan does not itself prove that the registration has been cancelled.[1]

The buyer has thirty days from signing the contract to request the change of registered keeper. Do not wait until the deadline: ITP and any registered impediments must be resolved first.[1][5]

Starting an application does not create a general authorisation to drive. Before driving, check that the vehicle has the required documents and meets the applicable conditions, and that no immobilisation order or other restriction prevents its use.[1][5]
